The Community Browser allows administrators to view communities and post bulletins that will appear in the Bulletins tab of the Community Information page and the Learning Center home page of the selected community (if you have chosen to include a bulletin section in the Learning Center).  To view the different communities within your organization, select the Browse Communities option under Communities from the left-hand menu.
